City Hall Renovation & Seismic Strengthening

Beverly Hills City Hall is a 1930’s era 70,000 sq. ft. Spanish Colonial Revival building with a 9-story tower which includes a four-story “H”-shaped lower portion and five-story tower. The building was constructed with concrete roof and floor systems, perimeter concrete walls perforated by numerous window openings and a conventional shallow concrete foundation system. The structurally complex building is of non-ductile concrete (NDC) construction.
MHP completed an initial seismic risk assessment of the building that identified potential vulnerabilities, and subsequently performed a detailed Tier 3 seismic evaluation including three-dimensional computer modeling. MHP designed a Phase 1 seismic strengthening to mitigate the most critical elements in the non-ductile concrete (NDC) building. The design addresses the tall tower and its interface with the lower podium levels of the building. New shotcrete walls were implemented within the occupied building and included “blind” forms to protect architecturally significant finishes. Construction was completed in 2022.
